Registered Nurse License Renewal CE Requirements
Pursuant to the West Virginia Legislative Code of Rule WV 19 CSR 11:
· registered nurses are required to complete 12 hours of continuing education during each renewal period. This includes required continuing education perChapter 30-1-7a annually for drug diversion training, best-practice prescribing of controlled substances training and training on prescribing and administration of an opioid antagonist if they prescribe, administer or dispense controlled substances, and for mental health conditions common to veterans and their families.
o exception, if a registered nurse is initially licensed on or after November 1 of the license renewal period, they only have to do the required CE per Chapter 30-1-7a for drug diversion, training best-practice prescribing of controlled substances training and training on prescribing and administration of an opioid antagonist if they prescribe, administer or dispense controlled substances, and for mental health conditions common to veterans and their families.
PerChapter 30-1-7a, each person licensed to practice registered professional nursing must:
- complete 2 contact hours of CE for mental health conditions common to veterans and their families annually, and
- complete 3 contact hours initially and then 1 contact hour, thereafter, annually of CEfor drug diversion training, best-practice prescribing of controlled substances training and training on prescribing and administration of an opioid antagonist if they prescribe, administer or dispense controlled substances.
The guidelines and resources
for continuing education for drug diversion training, best-practice prescribing of controlled substances training and training on prescribing and administration of an opioid antagonist if they prescribe, administer or dispense controlled substances, and for mental health conditions common to veterans and their families are located under the resource tab on the West Virginia RN Board website at wvrnboard.wv.gov.
The West Virginia Board of Registered Nurses accepts RN CE contact hours provided by a Board approved RN CE provider. Examples of Board approved RN CE providers include:
- National advanced practice registered nurse certification bodies (i.e. American Academy of Nurse Practitioners (AANP), American Midwifery Certification Board (AMCB), American Nurses Credentialing Center (ANCC), National Certification Corporation (NCC) and Pediatric Nursing Certification Board (PNCB);
- National and state nurse associations (i.e., American Nurses Association (ANA), West Virginia Nurses Association (WVNA), American Association of Nurse Anesthetists (AANA), etc.); and
- any State Board of Nursing in the US.
The Board performs audits to verify registered nurse licensee compliance with continuing education requirements. Obtain and keep CE certificates of completion for continuing education activities!

Licensees who did not complete the drug diversion training, best-practice prescribing of controlled substances training and training on prescribing and administration of an opioid antagonist because they did not prescribe, administer or dispense controlled substances during the license renewal timeframe must request an exemption waiver for best prescribing drug diversion CE via their CE Broker account. An example of a written best prescribing CE exemption waiver is as follows:
I request an exemption waiver for the drug diversion training, best-practice prescribing of controlled substances training and training on prescribing and administration of an opioid antagonist because I did not complete the drug diversion training, best-practice prescribing of controlled substances training and training on prescribing and administration of an opioid antagonist continuing education and I did not prescribe, administer or dispense controlled substances during the RN license renewal time frame of November 1, YYYY thru October 31, YYYY.

Note: Even if you request a waiver to the best prescribing and drug diversion CE for your RN license renewal requirements, pursuant to code of legislative rule 19CSR11 continuing education and competence, you will need to complete 12 contact hours of continuing education each renewal period, including 2 hours for mental health conditions common to veterans and their families.
Advanced Practice License Renewal CE Requirements
Pursuant to WV19CSR7 advanced practice registered nurses license renewal requirements include:
6.1.b. Evidence of completion of a minimum of 24 contact hours obtained within the most recent licensure renewal cycle; 12 hours in pharmacotherapeutics, 8 of which may be used for renewal and reinstatement of Limited Prescriptive Authority in accordance with WV19CSR8 and 12 hours in the clinical management of patients from an approved continuing education provider recognized by the Board. 12 hours may count toward the continuing education requirement for the registered nurse license according to WV19CSR11.APRN license CE requirements begin within the license period starting with the first day of licensure. For instance if you were licensed April 1, 2023 and it expires June 30, 20 23 your license renewal timeframe is April 1, 20 23 to June 30, 20 23 .
Pursuant to WV Code 30-1-7a each person licensed to practice as an advanced practice registered nurse shall:
-
complete 2 contact hours of CE for mental health conditions common to veterans and their families each license renewal period, and
-
complete 3 contact hours initially and then 1 contact hour, thereafter, during each license renewal period of CE for drug diversion training, best-practice prescribing of controlled substances training and training on prescribing and administration of an opioid antagonist if they prescribe, administer or dispense controlled substances.
The guidelines and resources for continuing education for drug diversion training, best-practice prescribing of controlled substances training and training on prescribing and administration of an opioid antagonist if they prescribe, administer or dispense controlled substances, and for mental health conditions common to veterans and their families are located under the resource tab on the West Virginia RN Board website at wvrnboard.wv.gov.
Specific Board guidelines include the following:
- An advanced practice registered nurse (APRN) must complete 12 hours of pharmacotherapeutics (i.e. advanced pharmacology), and 12 hours of clinical management practice (i.e. advanced assessment, diagnoses, outcome identification, planning, intervention, and/or evaluation, etc.) from a RN CE provider each license renewal period pursuant to WV19CSR7 (i.e. June 30 every other year in odd years) inclusive of the 2 contact hours of CE for mental health conditions common to veterans and their families and complete 3 contact hours initially and then 1 contact hour, thereafter, annually of CE for drug diversion training, best-practice prescribing of controlled substances training and training on prescribing and administration of an opioid antagonist if they prescribe, administer or dispense controlled substances.
- An APRN license renewal period begins on July 1st of an odd year and ends on June 30 of the subsequent or next odd year. For example, the next APRN license renewal is 2023, then the CE contact hours must be completed on or after July 1, 2021 and on or before June 30, 2023.
- The training may be in 1 or more courses provided the brochure or agenda describes the content and the number of hours related to 12 hours of pharmacotherapeutics and 12 hours of clinical management inclusive of 2 contact hours of CE for mental health conditions common to veterans and their families and 3 contact hours initially and then 1 contact hour, thereafter, annually of CE for drug diversion training, best-practice prescribing of controlled substances training and training on prescribing and administration of an opioid antagonist if they prescribe, administer or dispense controlled substances approved by a Board approved.
- The West Virginia Board of Registered Nurses accepts CE contact hours provided by a Board approved RN CE provider. Examples of Board approved RN CE providers include:

How to Request an Exemption for Best Prescribing CE
Note: Even if you request a waiver to the best prescribing and drug diversion CE for your APRN license renewal requirements, pursuant to WV Code 30-1-7a and code of legislative rule 19CSR07 advanced practice registered nurse licensure requirements, you will need to complete 12 contact hours of continuing education each renewal period, of pharmacotherapeutics and 12 contact hours of clinical management inclusive of 2 hours for mental health conditions common to veterans and their families.
